PLANS AND REGULATIONS UPDATE PROCESS
Throughout the upcoming phases, Jefferson County seeks to engage county staff, technical users, and the general public through multiple methods. Each of the below groups play a vital but different role in ensuring that the diverse needs of the County and the desires of the residents are met through the process.
Human capital is one of the most important tools the County can use to ensure participation in and buy off from the community on the Update. Several groups have been assembled to guide the Update process, provide technical expertise, and represent the interests of the County. These groups include a Project Management Team (PMT), an Internal and Support Group, three Advisory Committees (a combined CP/TMP Advisory Committee, combined CWPP/CEMP EA Advisory Committee, and a ULUC Advisory Committee), as well as the community at-large.
Project Management Team (PMT)
The Project Management Team (PMT) includes Jefferson County staff that will provide technical expertise and support throughout the Update process. The PMT will review and comment on all deliverables for the Update as they are prepared. The PMT will guide the direction of the Plan and supplement the technical expertise needed to ensure the Update reflects the needs of Jefferson County.
Internal Core and Support Groups
The Internal Core and Support Groups are working groups composed of County staff that will provide technical input as the subject matter experts. Members will review and comment on the content of the Update as it is prepared, and participate individually in technical interviews, plan audits, questionnaires, and public events. The Internal Groups structure and members are shown on the following two pages.
Advisory Committees (AC)
The Advisory Committees represent a diverse cross-section of Jefferson County and will work with staff and the public to guide and advise the Plan and Regulation Update. The Committees are divided into three groups and will review and provide input on the content of the Plans and Regulation Update as they develop and will ensure it is consistent with County policies, coordinated with other County Plans, and reflect the community’s values. AC members will assist with community engagement activities and help promote participation in the Update process. One to two members of the ACs will serve as a liaison between the three ACs to ensure consistency. The following are members of the three ACs:

Community Ambassadors
Early in the Plans and Regulation Update process, all members of the community will be given the opportunity to self-select to become Community Ambassadors. Community Ambassadors are those community members willing to take on a greater role to assist in reaching out to their networks, provide information to their community and garner input on the Update. Community Ambassadors serve as a familiar bridge between the planning process and community groups. This can be a key strategy to engage under-represented groups.
